1. Customs Regulations
1.1. Baggage and articles belonging to embarking and disembarking passengers will be subject to customs control.
1.2. Baggage and articles belonging to embarking and disembarking passengers will be cleared on the basis of an oral or, if so required by customs legislation, a written declaration.
1.3. If the flight crew and their belongings will not leave the aerodrome or they will remain in the transit area only, they need not report for an entry/exit check at the customs office.
1.4. If flight crew members are going to enter the territory of the State, they shall proceed through the green or red corridor at the customs entry area, depending on their need to declare any carried goods.
2. Immigration requirements
2.1. Passengers shall be allowed into and out of Hungary by the organs of frontier forces, provided that the passengers are in possession of proper and authorised passports or travel documents.
2.2. Every passenger entering or departing from Hungary shall have a valid passport or travel document and valid visa, provided any bilateral agreements in place with Hungary do not specify otherwise. Visas may be obtained on arrival at Budapest Liszt Ferenc International Airport only from the border force authorities in exchange for payment in USD or the equivalent in other convertible currencies, except passengers in possession of a diplomatic or service passport and nationals of those States where official procedures require otherwise. The expenses resulting from the refusal of visa shall be payable by the passengers or the airline transporting them (cost of return flight, etc.)
2.3. Passengers in transit who will not leave the transit area of the international airport shall keep their valid travel documents with them at all times but no they will not be required to obtain a visa, provided that:
- the passengers continue their trip to a third State by the same or first connecting flight; and
- the passengers are in possession of documents allowing them to enter the State of destination.
2.4. For stays in Hungary, the passengers shall have a valid travel document, appropriate financial cover and be able to provide evidence that they have the to continue the journey or to return home (visa, tickets or its financial cover). According to legal requirements, if passengers do not meet these conditions, permission for their entry, transit or stay may be denied.
2.5. If passengers are brought to Hungary by a foreign flight be able to provide evidence that they have the means the requirements referred to in paragraphs
2.2.,
2.3. and
2.4. the air carrier shall be responsible for returning them from Hungary to the point where they commenced the journey on the operator's aircraft.
2.6. When buying air tickets, passengers shall present, on request, their travel documents for checking purposes. The air tickets will be issued if the passengers are already in possession of the visas of destination and transit, appropriate to the itinerary of the flight, or if the regulations of the States concerned permit the collection of visas at the airport of disembarkation.
2.7. Entry and departure from Hungary of foreign aircraft crew members shall be regulated by the general requirements referred to in
2.2. unless the bilateral agreements in place with the competent authorities of Hungary specify otherwise.
3. Public health regulations
3.1. At present no vaccination certificate is required on arrival from passengers coming from any foreign State.
In any case of international or national epidemiological event the Hungarian public health authorities consider the necessity and possibility of implementation control measures based on Act XCI. of 2009 on promulgation of International Health Regulation (2005) adopted by the WHO and on the national legislation specially on Ministerial Decree 18/1998 (VI. 3.) on Epidemiological Measures for Preventing Communicable Diseases and Outbreaks.
4. Security regulations
4.1. Before embarkation, passengers must hand over to the carrier's designated employees all materials which are considered dangerous to the safety of air transportation, namely arms, explosives, ammunition, corrosives, radioactive materialsand highly inflammable articles. The passengers must comply with the inspection measures of the carrier or airport security control, to verify that the above stated articles are not transported. The carrier is responsible for deciding whether these materials will be transported.
4.2. For reasons of the safety of air traffic, passengers are obliged to subject themselves to a security check. This can be effected with the aid of technical equipment (X-ray examination of baggage, magnetic gates) but it can also be performed by manual inspection.
