Scheduled or non-scheduled traffic with aircraft carrying passengers are not allowed to use aerodromes without Rescue and Fire Fighting Services.
The scale of protection available has been determined in terms of Aerodrome categories from 1. to 9. according to ICAO Annex 14 and the related Manual.
The aerodromes which are open to public use, the level of protection of aerodrome rescue and firefighting services must be determined and ensured based on point ADR.OPS.B.010 of Regulation 139/2014/EU.
The protection level of the rescue and firefighting services of those open to public use aerodromes which are not subject of Commission Regulation (EU) 139/2014 is set out in ICAO Annex 14/I.

The aerodrome category for rescue and firefighting is determined according to Table 1, based on the longest aeroplanes normally using the aerodrome and their fuselage width. If, after selecting the category appropriate to the longest aeroplane’s overall length, that aeroplane’s fuselage width is greater than the maximum width in Table 1, column 3, for that category, then the category for that aeroplane should actually be one category higher.

Aerodrome operator is responsible for clearing snow and responsible to assess the condition of the runway for each third of the runway and issue a Runway Condition Report (RCR). This report contains the RWYCC (Runway Condition Code) and information which describes the runway surface condition: type of contamination, depth, coverage for each third of the runway, etc. and other relevant information.
