GEN 3.1  AERONAUTICAL INFORMATION SERVICES

1.   Responsible service

1.1.  The Aeronautical Information Service, which forms part of HungaroControl, Hungarian Air Navigation Services Private Limited Company, ensures the flow of information necessary for the safety, regularity and efficiency of international and national air navigation within the area of its responsibility as indicated under para 2. below.
1.2.  The Aeronautical Information Services is an integral part of the ATS. It is provided by the International NOTAM Office and Publications and Static Data Provision Unit.

2.   Area of responsibility

The AIS is responsible for the collection and dissemination of aeronautical information with regard the airspace and aerodromes available for civil air traffic within the territory of Hungary.

3.   Aeronautical publications

The aeronautical information within the scope of ICAO Annex 15 is provided through the issuance of Aeronautical Publications in the form of the Integrated Aeronautical Information Package (IAIP) which consists of the following elements:

  • Aeronautical Information Publication and Amendment Service to the AIP - AIP AMDT
  • Electronic AIP (eAIP) and Amendment Service to the eAIP
  • Supplement to the AIP - AIP SUP
  • Aeronautical Information Circular - AIC
  • NOTAM service and Pre-flight Information Bulletins (PIB)
  • Checklist and Summary of NOTAM.
3.1   AIP and related amendment service

AIP is the core document containing data and information of a lasting character, which are of operational significance for the safe conduct of air traffic. The AIP is kept up to date by means of an amendment service. The Hungarian AIP is published in one volume both paper and electronic format (HTML and PDF), in English language.

The AIP AMDTs are published in the form of replacement pages as soon as practically possible. Two types of Amendment are produced:

  • Non-AIRAC AIP AMDTs are identified by a white cover sheet. This type of AMDT incorporates permanent changes, which have been previously published by NOTAM or in certain cases by AIP SUP or AIC, as well as minor editorial changes. The publication date is indicated on the cover sheet.
  • AIRAC AMDTs are identified by a yellow cover sheet and the abbreviation AIRAC. These amendments contains operationally significant information of a permanent nature, which will become effective at a later, specified date, in accordance with the AIRAC system.

On the cover sheet of the AMDTs, a short description of the subjects affected by the amendment is given. On the individual pages, changes/additions will be marked by a vertical stroke in the left margin next to the changes/additions. All pages in an AMDT will be clearly marked to indicate with which AMDT the page was published and the date of insertion (for AIRAC AMDT, the publication date and the effective date).

Additionally, the cover sheet will indicate which NOTAM and/or AIC may be cancelled as a result of the inclusion of the information within the AIP itself.

AIP AMDT and AIP AIRAC AMDT are numbered successively, beginning each year with number one. The year is the part of the number, e.g. AMDT 001/2008, AIRAC AMDT 002/2008.

A check list of AIP pages is an integral part of the AIP.

3.1.1   Electronic AIP (eAIP) and related amendment service

The Hungarian eAIP is based on the EUROCONTROL eAIP Specification and the ICAO AIP Specimen. For more details, please visit the EUROCONTROL eAIP Web site:

Amendments to the eAIP are made by issuing a replacement DVD and published on HungaroControl’s AIS website:

The amendment number and the effective and publication dates are printed on the DVD. Each DVD contains the complete AIP history, regular or AIRAC AMDTs and SUPs for the effective date, and all published AICs.

AIP sections have a check box in the top right corner, which allows to graphically display changes. The changes in the eAIP are identified by a pink background, whereby removed text is barred with a horizontal line.

3.2   AIP Supplements

Temporary changes of duration (three months or longer) and information of short duration which consists of extensive text and/or graphics, supplementing the permanent information contained in the AIP, are published as AIP Supplements (AIP SUP). An AIP SUP is identified by the abbreviation here given and by the use of yellow paper.

An AIP SUP is kept in the AIP as long as all or some of its contents remain valid. The period of validity of the information contained in the AIP SUP will normally be given in the AIP SUP itself. Alternatively, NOTAM may be used to publish the period of validity, to publish changes to the period of validity or to cancel the SUP. AIP SUP are numbered in sequence, beginning each year with number 1. The year is the part of the number, e.g. AIP SUP 001/2008.

A checklist of valid AIP Supplements is issued through the monthly issued plain-language list of valid NOTAM.

3.3   Aeronautical Information Circular - AIC

Aeronautical Information Circulars (AICs) contain information on the long-term forecast of any major change in legislation, regulations, procedures or facilities; information of a purely explanatory or advisory nature liable to affect flight safety; and information or notification of an explanatory or advisory nature concerning technical, legislative or purely administrative matters.

AICs are numbered, in sequence, beginning each year with number 1. JAN. The number of the AIC is made up of the year, preceded by the sequence number in the year, for example, 001/2014. A check list of valid AIC is published at the beginning of each calendar year.

3.4   NOTAM and Pre-flight Information Bulletins (PIB)
3.4.1  NOTAM

NOTAM contain information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flight operations.

NOTAM are distributed for the Budapest FIR in four series identified by the letters A, B, M and S. NOF also distributes information for the KFOR sector in series K.

Series A - General rules and information on en-route navigation and communication facilities, airspace restrictions and reservations, information concerning aerodromes contained in AD 2 part of the Hungarian AIP.
Distribution: Nationally and internationally to all states which interchange NOTAM.

Series B - Information concerning the VFR aerodromes or VFR flight operations.
Distribution: On request.

Series K - Information issued for KFOR Sector. See AIP SUP 001/2014 KFOR Sector
Distribution: On request.

Series M - NOTAM concerning military aerodromes and military navaids.
Distribution: On request.

Series S - SNOWTAM comprises information concerning the presence or removal of hazardous conditions due to snow, slush or ice on the aerodrome pavement.

NOTAM are numbered from 0001 consecutively, commencing on 1. JAN of each year. The series number is four digits which is followed by the last two digits of the year, e.g. A0001/14.

SNOWTAM are numbered in sequence using four digits, beginning each winter season with number one.

NOTAM and SNOWTAM are distributed via AFS. NOTAM are published in NOTAM format, and prepared in accordance with ICAO Annex 15 Chapter 5 and Appendix 6, SNOWTAM in SNOWTAM format in accordance with ICAO Annex 15 Appendix 2.

3.4.2  Pre-flight Information Bulletin

Pre-flight Information Bulletins (PIB), that contain a recapitulation of current NOTAM and other information of an urgent nature for the operator/flight crews, are available at the Flight Data and Reporting Unit.

Pre-flight Information Bulletins (PIB) are provided for all IFR and VFR flights departing from the Budapest FIR. A PIB normally includes NOTAM messages and other information of an urgent nature not older than 15 days. On individual request, the time period can be extended.

3.5   Checklist and lists of valid NOTAM

A Checklist of valid NOTAM is issued monthly via AFS. The list is followed up by a printed Summary of NOTAM, distributed by mail or email to all recipients of the IAIP. It contains a plain-language presentation of the valid NOTAM and information about the number of the latest issued AIP AMDT, AIP AIRAC AMDT, AIP SUP and AIC. 3.6   Sale of publications

The AIS publications are available to order individually, or on an annual subscription basis. Purchase prices are published annually in an AIC. Publications exchanged with foreign Aeronautical Information Services and Aeronautical Authorities are free of charge on a reciprocal basis in accordance with ICAO Annex 15 Chapter 2, para 2.3.5. 4.   AIRAC system

In order to control and regulate the flow of changes resulting in amendments to charts, route-manuals etc., such changes, whenever possible, will be issued on predetermined dates according to the AIRAC system. Whenever possible, this type of information will be published as an AIRAC AMDT.

When an AIP Amendment will not be published at the established interval or publication date, a NIL notification shall be originated and distributed by TRIGGER NOTAM.

AIRAC information will be issued so that the information should be received by the customer not later than 28 days before the effective date and for major changes not later than 56 days.

On publication date (42 days before the AIRAC effective date), a trigger NOTAM will be issued giving a brief description of the contents, effective date and reference number of the AIRAC AIP AMDT or AIRAC AIP SUP that will become effective on that date.

A centralised Pre-flight Information Service is provided by the Flight Data and Reporting Unit at HungaroControl premises. (para 3.4.2)
